Administration and Human Rights

Jessica Kritz is the founding chair of the Administration and Human Rights (AHR) Caucus, a Community of Interest of the American Society of Public Administration (ASPA). Building from the AHR framework, the Community of Interest offers a unifying platform that brings legal and human rights perspectives into direct dialogue with core administrative scholars and practitioners. Dialogue is focused on the design and reform of administrative systems to  fulfill human rights obligations. Human rights principles—such as participation, accountability, equity, and non-discrimination—are core to the theory and practice of public administration. Nonetheless, the scholarly focus has been lacking. The AHR Caucus Community of Interest  bridges the fields of public administration, law, and human rights to foster a rights-based approach to governance. Under Jessica’s leadership, the section develops interdisciplinary research with practical frameworks, promotes practitioner engagement, and builds professional communities into everyday administrative practice.
